The Works needed someone to stand in the door. They found someone very good at standing.

Every piece rolls its own "set roll"; a bonus uses the average of the pieces you wear. Flat stats grow with the set's item level (40–41 here).

Set pieces never come from random drops or shops, only from their theme's own sources. The zone boss and promoted foes (Champions and Elites) carry the whole set.
