Every piece rolls its own "set roll"; a bonus uses the average of the pieces you wear. Flat stats grow with the set's item level (43–45 here).

The Water pair mix sets, keep the taste

Water Wear pieces from two different Water sets (one piece of each is enough) and your hits put Undertow on their target, 5% of the time.

It counts once however many Water sets you mix, and steps aside if a set you wear already gives its own 2-piece bonus.
